Riverside County PSEC

The Public Safety Enterprise Communications System (PSEC) is a countywide digital trunked radio system used in Riverside County. The Riverside County PSEC replaces the older Riverside County EDACS 800 MHz radio system that had been previously used by the county. The Riverside County PSEC went live in late 2013 for non-public safety users, and on January 5, 2014, its primary user, the Riverside County Sheriff’s Department came online.

In July 2015, the Murrieta Police Department became the first municipal police force in the county to join the PSEC radio system. In August 2015, the Banning Police Department became operational on PSEC after their legacy system was unexpectedly down for a short period of time. It has also been reported that the city of Riverside will join in mid 2016 and that Corona is also looking into joining PSEC.

The Riverside County PSEC system has 9 simulcast cells that cover most of the county, and a handful of fill-in sites for rural areas in the county. The 9 simulcast cells are named Northwest, Southwest, Ortega, San Jacinto, Palm Springs, Indio, Santa Rosa, Desert and Blythe.

All users on the system—from law enforcement and everything down to the public works level—are running AES-256 encryption for all day to day operations and cannot be monitored by the public. There are, however, a few clear interop talkgroups (Call, ICS and Fleet Channels) on the system that can still be listened to using a scanner.
