They do not even have to use talk groups. The do testing once in awhile where they have a random unit standby and patch another city with them. If it is for the San Jac explorers. Chances are you will not hear any traffic except at events like Cristmas Parades, 4th of July Parade, Ramona Pagent, etc, and then again, only if you are close to it. It will not be through a repeater. Each explorer post has their own radios, if they even have any...

I am going out on a limb and saying it maybe something they use if they have to go into SB County, which uses SBSOs system. That way they can use 800 band if they have to do an transfer to say Loma Linda or something, or if they are sent to cover 29 Palms or something. IDK. I know Hemet/San Jac AMR ...

Yes most FDs do have Explorers. Even some ambulance companies, usually ran by cities. And Military braches even have some verson as well, not ROTC. But like the Marines they have a Young Pups program that is for like 12 or 13 to 17-18 year olds. I am 29 now, and have been an Explorer, armed security...

City of Hemet also has one, I think at Station 2.

SSO are Sheriffs Service Officers, same as Community Service Officers. Handle accidents, transports, office stuff, logistics at the stations etc... Only the pay is a dollar or so less, and they cover the county areas. Honestly...I have not seen any, if ever. I think they are mostly at main administr...

I know this is old, but it may help someone else.
300s - are ALWAYS CSOs or SSOs, county wide, does not matter what area or station
400s - Usually gangs or special teams
500s - Usually Special teams like PoP or bike patrols.
