There's no setting on the Pro 96 for P25, if it's a digital signal, the radio automatically changes to "digital" mode from FM when it detects it. It only does that on this system randomly, mostly it stays FM. If it's Phase II, I guess it's trying to work but it can't. On the 396 if you're...

It programs in fine on my Phase 1 P25 capable scanner (PSR500); haven't heard any voice traffic yet but haven't listened to it much (out of my area).

Make sure you program it in as P25 Auto and not Motorola.

I think the "gist' of what I was getting at is that no system this "new" should already be experiencing system busies before even achieving the desired subscriber loading levels. EDACS has private calls enabled, PSEC does not. PSEC does however offer far better coverage and security....
