It's in the federal government section of the VHF-Hi band so it wouldn't be a business. However, a contractor for a Federal agency might be able to use a fed frequency if authorized for special occasions.

I don't know your software - "ScanLite Plus" - do you mean "ScanCat lite"? You should know that ScanCat software ("Lite" or standard) is generally not considered dependable or worth much effort. I haven't used it but that is what I have seen reported quite frequently. T...
