I don't think they are "giving up" their frequencies per se. Rebanding is a process of consolidating the spectrum into "blocks". They are more or less "trading" frequencies with Sprint. It's a one to one trade. UCR will give up their 860 channels and most likely receive...

Have you tried using CTCSS squelch to eliminate the problem? I run CTCSS on CHP Turquoise and notice what sounds like out of phase simulcast, but in the recording here most of the noise sounds like a co-channel user.

Sounds like out of phase simulcast, or you're in a big overlap area.

The problem however, is that "clear dispatch" is what the bad guys are listening for as they are burglarizing a building or robbing a bank. "Ut-oh, here they come...let's set an ambush and take them out or we can run".

Encryption is strapped per talkgroup and the users have no way to select secure or clear. The equipment is capable of user selectable secure clear but that feature is not enable.
