Also, there are always the good old MDTs. I agree, this is a valid solution to the identity theft aspect of the situation. Unfortunately MDT's aren't feasible when dealing with "in progress" calls issue due to the fact there may be personnel very close to the scene out of vehicles either ...

"zz0468" is probably referring to a "duplicate" radio ID number. This triggers an alarm at the system administrator's console basically indicating there is a "cloned" radio on the network.

Another issue with "leasing" encrypted radios is that the system admins would no longer have control over the information. Someone with one of the leased radios could then start providing a "stream" online so his friends or other co-workers could listen in on their smartphones or...

Not so weird. The dozers are trucked to the fire on flatbed trailers. One dozer operator can cut a hellofa lot more fire break a hellofa lot faster than a 20 man hand crew.
