I've never heard encrypted P25 traffic on CH3 and ALL the traffic I have heard on CH 7 is encrypted. I have not heard a single analog transmission on CH 7 since they cut over to P25. I always thought that car to car was a channel the officers used after they got a call to talk about it en route. That's "Local West" on Strawberry, Heaps, Keller and Onyx I think. It's Highland / Yucaipa fire dispatch and used to be fire dispatch for the entire southern portion of San Bernardino County when they contracted with CDF.

The Radio Reference rule doesn't seem to make much sense to me. It's the main dispatch channels that the burglars and bank robbers would want to listen to in order to hear if the police are on their way. Who cares about streaming a car to car or tactical channel?
