Cal State San Bernardino Police also provide dispatching for Chaffey Community College District Police, which is probably why you heard a Rancho fire unit. None of the traffic I have heard so far has been encrypted.
San Bernardino County is supposed to be migrating System 9 users to a digital system sometime before June 2012. Whether or not this system is to be System 9's digital replacement remains to be seen.

The Riverside office's entire southern border is State Route 74, stretching from the Orange County line to somewhere east of I-215.
