There's a temporary RRU-2 repeater on Paradise overlooking Norco.
My understanding is that comms on Support 5 and RVC Command 1 are difficult in parts of the city and it is a temporary solution, as RRU-2 should be very busy come fire season. No idea what the long-term plan is.

Sounds like it could be EVOC (Emergency Vehicle Operator Course) training at the SBSO training facility near Glen Helen.

Generally the higher mAh rating of the battery, the longer it should last, so I'd go with the KNB-14.
Just make sure that the charger is compatible with the chemistry of that battery.

The purchase of P25 radios may have had more to do with grant funds than anything. I don't know how PSP purchased their radios, but if they were in fact purchased with grant funds, they are required to buy P25 equipment, VHF included.
