The county Health system has been abandoned in place for years with very little use. There was talk of it going to AMR, but I don't know where that ended up. County Fire has been coveting all three frequency pairs for years.

FM = 5 KHz deviation, NFM is probably 2.5 KHz deviation. That's the short answer. Ask if you want the long answer. I see no need to confuse... It'll be mostly (if not all digital), some possibly encrypted, and some in formats not currently supported by scanners.
