Yes, you puter becomes a base station scanner. I guess some people have made portables using cheap tablets with the dongle attached, not sure how they do the antenna though. Yes I realize it's an AM frequency. RSO also has(had?) a frequency for Lake Elsinore lake patrol.

What about the aircraft and marine channels? They had a Bravo Channel and a Marine Channel if I remember correctly.
