PSEC - Are any talkgroups in the clear?

Hello,

I know that literally all or nearly all PSEC traffic is encrypted, however I was just wondering for those that may be monitoring the system with a compatible scanner if ANY talkgroups or users are non-encrypted?

I believe there are a few mutual aid TGs, but they are rarely used.
