So that probably means LAPD and LAFD won't be on the RICS.

I am not sure why you keep thinking that if one agency does something that all other agencies will do the same thing with their radio systems.

It feels like teh city and the county are isolated. Except perhaps in OC. Perhaps southern Cali needs to go an independent city/seperate county system. I dunno I'm just observing patterns.

WEll for some reason the city and county are independent worlds. I mean San Diego City has it's own trunked radio system while the county is on a seperate one. Maybe Cali needs to opt for independent cities...
The reason for that is timing. The City 800 system came online in 1992; the RCS in 1998. And having two systems in the metropolitan area works quite well, as SDPD and SDFD TGs are programmed into RCS LE and Fire units (and the RCS Mutual Aid TGs in City units).

With that said, does that mean the San Diego City Police and Fire radios have RCS police/fire/ambulance mutual aid programmed in as well?

Yes, that is what I said. There is a Countywide common fire fleetmap that has both RCS and SDFD talkgroups programmed.
Many RCS LE agencies have SDPD talkgroups programmed. SDPD units have RCS LE Mutual Aid talkgroups programmed [the MA talkgroups are where inter-agency operations are usually conducted, so that the impacted agency can control talkgroup loading on large events]. All RCS and City PS users have the RCS Regional Mutual Aid zone and Conventional zone programmed for interoperability.

Nice. Interagency and interoperability is very important when large networks. That's what we have them for in the first place.
