E-3 AWACS over IE 08/24/2015

E-3C 83-009 USAF 552 ACW Tinker AFB, call sign SCOUT21H, flight level 31,000'. Hearing time of day signal on 287.45 mhz, also some air refueling activity that may be related on 319.50 mhz.

He went up towards the Bay area, but is back in IE at 1720 local, showing altitude of 14,000. If you are near March, I suspect he may be headed there for touch & go.
