Justification and Showing for §90.205
This exhibit describes the purpose for the UHF YG system proposed for the
Counties of Los Angeles, Ventura, San Bernardino, Riverside, Orange and San
Diego, California, and shows the reasons for mobile radii requested in excess of
the standard 32 kilometers.

The proposed system will be operated in connection with the National
Science and Technology Network system, which operates in the UHF and T-Band
spectrum in the same areas. It asks exclusively 6.25 kHz channels, and will be
based on the Icom IDAS protocol, which uses only FB6 stations (capable of
monitoring before use). The system will not have control stations, as it will be
controlled, interconnected and trunked over IP.

Due to the large system area, each of the six proposed mobile locations
requires a 64 kilometer radius, which is drawn iin black on the accompanying plot
along with the 39 dBμ F(50,50) contours (in green) for each of the six proposed
locations. One of the associated call signs, KD26967, will be an integral part of
the proposed system and is licensed for a 121 kilometer radius from a point in Los
Angeles; its operational radius is also shown on the plot.

None of the proposed 39 dBμ contours exceeds the requested radii or the
six-county operational area, which includes the radius of the associated KD26967.
