Not exactly. Pasadena has two pedals for TX at their dispatch consoles and two talk groups assigned for broadcasts. One pedal is for clear TX and the other is for secure TX. When a "non-critical" incident is dispatched, BOTH pedals are activated so the initial broadcast goes out over both the clear and encrypted talk groups so the media and casual listeners can hear the initial call. The officer's traffic is 100% encrypted on the secure talk group for responses to dispatch as well as most "follow on" dispatch traffic relative to the incident, but most calls are initially broadcast in the clear.

That would be useful for law abiding people that live in RSO's patrol areas. Many is the time when I lived in Riverside and the ghetto bird was right over my house that a scanner came in handy to find out what is going on. Parolees jumping fences to get away were a common occurrence, helps to have a description.

So Pasadena is on the Motorola or the P-25 ICIS system? I see it listed under both and I see they still have their VHF frequencies listed where one is analog and the other encrypted.

Yes, Pasadena is on the P25 ICIS system.

Anyone know if ICIS is encrypted? I tried to program Pomona, but nothing happens but some weird sounds once in a while.

Pomona Blue (primary dispatch) is in the clear, all the other channels are encrypted for Pomona. The Pomona cell as just updated to P25 trunking (From ASTRO trunking) about a year ago.

I see Beverly Hills has clear talkgroups. Some PDs have clear dispatch channels, and encrypted secondary channels (records, car/car etc...). There are also some clear CHP patches on there.
