They are back to business as usual with a PL CHANGE. They are using 167.9

Pardon my ignorance, but what is a PL change?

I knew something was going on around noonish when I kept hearing dispatch tell people to try channel 4 and there was almost zero traffic.

It's an access code for a repeater. Meaning a repeater may have multiple users ( because nobody owns a frequency ). After you are assigned a frequency and a repeater you have a PL code programmed into the radio so you only hear your agency. You can have a programmed radio and press the monitor button on the radio and this will allow you to hear other agency's.( RPD used to do this back in the day when their signal was stronger than Orange County, listening to the cops complain riverside was talking over them>. PL was a Motorola term other wise known it the hobby as CTCSS,DPL and for digital NAC. Hope this helps.

This is interesting. According to my log, in 2009 I logged an unknown security or law enforcement user on 460.175 using PL 167.9. References were made to Lugo Park, and a location of Delmar and Angelino. This was monitored from two locations - McKinley Hills (east end of Corona) and West Covina. I never discovered who the user was.

Something else rather peculiar. I'm monitiring 460.175 and 465.175 right now (I live in Riverside). The repeater output is indeed showing a PL of 167.9, but the mobiles on 465.175 are still showing a PL of 131.8.
