Will Riverside issue an encrypted radio to press or any other agencies?
Does anyone know if R.d has or does issue the new psec radios to agencies like the media, press. If so who would someone contact?

Last I knew, yes, it is fairly expensive to lease, and I think they only have the dispatch talk groups. Try calling the Com Center, or the Public Information Officer. Or are you asking about Riverside PD, not RSO, in which case no idea.

Riverside PD & Corona PD both have a blanket policy to deny ALL request from the media to access their talk groups on the RSO PSEC system.
RSO will grant media access but you will be required to purchase a $5,000+ compatible radio (APX 7000 with hardware encryption, OTAR, tags...etc) and there are a bunch of additional ongoing fees for access. They will program in dispatch only channels, lock out the transmit option and lock down your radio like fort Knox so no you can not simply add in Corona & Riverside talk group IDs.
