Civil and EC unit designators

Civil and EC unit designators

I heard these designators today monitoring Moreno Valley dispatch.
"EC" and "Civil" unit. Any ideas?

Civil is Court Services. EC I dont know, unless they ment CE which is Courts Services East.

EC are electronic confinement monitoring units. They keep tabs on inmates under house arrest with electronic monitoring devices.
