Maybe they are running low on dispatchers, I noticed they are hiring!

But I'm sure its just that they arent busy enough for 2 dispatchers...

When I first moved to the county a few years ago Elsinore/Perris were all on Channel 1. Then they starting having Perris units on 3 during the day and moving them back to 1 at night. Now Elsinore units stay on 1 and Perris on 3 and patch together as needed.
