SURF F-16's

Heard the March SURF flight of F-16's on a freq I have never heard them use before, 138.40 mhz NORAD Victor 17 channel. They were RTB from practice in Turtle MOA in AZ, maybe they forgot to switch back to BLUE 15, 271.0 mhz? I heard them on 271.0 as well.
