Control channels in UHF band

Getting signals on 453.3625, 453.4375 & 453.6375 with data that sounds like they are control channels in a trunked system. Nothing in RR, anyone have any idea what these systems are? I'm in east Hemet, signals are quite strong here.

453.4375 = Lake Elsinore? site for Metropolitan Water District of Southern California.

Not sure on the others. It could also be part of the water district for other sites.

thanks Brian! I wonder why nothing came up on RR when I searched for those freqs? Sometimes RR is quite quirky. Thanks again
