Anyone know who uses this? I know it is FRS channel 13 but with DCS311. Heard some guys talking on it and just didnt seem like normal talk on FRS channel, considering FRS is only allowed .5 watts right? They would have had to be close to each other and me..

All kinds of people use FRS/GMRS for all kinds of different things. It may be possible that these people were using more power then allowed, but I would bet it was just a couple of your neighbors who were using them near you...
