Extended Implementation
In accordance with FCC rules Title 47, Part 90, section 90.629, Kern County requests an extended implementation period to implement its new public safety radio communication system.

The system will be a multi-site, wide-area Project 25 Phase II supporting public safety
agencies within Kern County.
Due to the complexity in deploying a large communication system, it is expected to take up to 3 years to put the system into operation and fully transition users.
The plan below details the proposed deployment schedule of the system.

NEW TOWERS, SHELTERS AND GENERATORS
The design includes sixteen (16) greenfield sites within the 51-site solution. Ten (10) of the
greenfield sites include solar power solutions as noted in the list of sites below. Motorola will
perform post-contract site assessments of all sites during the design review process. The project
implementation plan and statement of work contains the details of each site’s civil work. The
greenfield sites included in the design are:
• PA2 Tejon – New 65ft tower and 10x24 solar building
• Covington Mountain – New 100ft tower and 10x24 solar building
• Bear Valley Springs – New 100ft tower and 10x20 building
• Calente Creek – New 170ft tower and 10x20 building
• Canebrake Rd – New 120ft tower and 10x20 building
• Cerro Noroeste – New 120ft tower and 10x24 solar building
• Galileo Hill – New 70ft tower and 10x20 building
• Piute Mountain – New 70ft tower and 10x24 solar building
• Tecuya Ridge – New 120ft tower and 10x24 solar building
• Walker Pass – New 120ft tower and 10x24 solar building
• Weldon – New 100ft tower and 10x20 building
• Orchard Peak – New 90ft tower and 10x24 solar building
• Cuyama – New 100ft tower and 10x20 building
• Onyx – New 100ft tower and 10x20 building
• Lebec v2 – New 100ft tower and 10x20 building
• Rosamond – New 100ft tower and 10x24 solar building
In addition to the greenfield sites listed above, the existing sites of Thumb Mountain and
Mebane will receive new solar buildings, and existing site Polonio Pass will receive a 75ft tower
and 10x20 building

Solar Buildings
HCI Energy is the provider of the aforementioned solar buildings. The design includes the
10’X24’ Hybrid Cube to accommodate rack space and power equipment for the selected sites.
The power sources come from a combination of solar, wind turbine, batteries and a single
generator to provide the maximum reliability of power. The selection of solar and/or wind
technology is customized to the geography of individual sites by using statistics relevant to
sunlight and wind speed in the design. Solar power is the primary source of power and wind
turbine technology is included where practical to augment solar power. The shelters include R19
insulated walls, R20 insulated ceilings, and R56-compliant grounding, lighting, and cable entry.
Lead-lag HVAC provides redundant environmental control.
To assure power reliability, an LP generator charges the battery bank. The battery bank powers
all microwave and radio equipment until 20% battery remains. At 20%, the generator will charge
the batters to the 93-99% level. Solar and wind are used to extend battery life until generator
charge is needed. The design includes a deep cycle lithium ion battery by NMC technology.
HCI projects refueling intervals and cost based on solar, wind, battery and generator runtime.
The cube is designed to run on battery until 20% DOD. The following runtime, fuel consumption
and refuel intervals account for equipment power consumption information provided by Motorola
Solutions, which include HVAC and other overhead.
• With an estimated solar power generation of 8.3 kW, and wind generation of 2.4 kW:
− Generator Runtime: 2.73 hrs/day
− Fuel used: 5.84 gal/day
− Refuel intervals based on 1000 gallon LPG tank: Every 7.3 months

HCI Hybrid Cube
The design, scope, and price associated with solar building solutions accounts only for the
power consumption of the new Motorola Solutions provided equipment. Post-contract site
surveys will determine if additional capacity is required for pre-existing equipment. Below are the
design metrics of two sample sites (simulcast prime and simulcast remote).
