Camp Pendleton Lake Elsinore Repeater

I noticed this system the other day, programmed it into my PSR-500 and got some traffic. Anyone know if this is just a fill-in site for when the main site gets over loaded? The only reason I ask is because I remember hearing a lot more traffic down in San Diego County than I can from this site (5-007).
