Unfortunately the Pro-97 will not do P25. You will need a digital scanner such as the Uniden BCD996T, BC396T or the GRE PSR-500/600 or Pro-96. Check the RadioReference classifieds sometimes digital scanners can be had for less than $300. If you want to try LA Sheriff they are still analog and can be picked up on your Pro-97. I would suggest an outdoor antenna for better results.
