On December 19th, Support 7 will be converted to RVC Command 7.
So then, what's the deal with 10 and 12?

The changes in infrastructure to convert from a simplex support net to a repeated command net are substantial. It would include installation of equipment on the affected mountain tops, programming in all the mobiles and portables, and provision of some sort of access to the dispatch center, depending on how they choose to do it. Not to mention coordination with all the agencies likely to be affected. In short, it's a lot of work.

It's not unusual to see changes like this phased in gradually.
