It is normal for narrowbanded frequencies to have reduced audio quality if picked up on a scanner that doesn't support it. Therefore, I would, like sp1989 said, reprom the radio to support narrowbanding. Refer to the instruction sheet if you have it, or Google that model and you might find the manual online if you don't have it with you.
