They are using Murrieta PD Ch 2 (859.4375).

Also earlier today I overheard "823" dispatcher advise they were going to Plan B after the buses were blocked by the protesters.

Around 2PM this afternoon while driving around town, I heard CHP setting up a command post on 39.14.

They are encrypted more often than not, but user selectable, so sometimes they will be clear.
Lately 823 has been in the clear.
