Comes in very strong and sounds like an EDACS control channel...but cant find online anyone that uses that freq...

That's on a chunk of spectrum that's shared between Amateur, Part 15, and Vehicle Location. It's probably either an image, or perhaps Pactel Teletrac.

It's wierd cause on a couple other freqs near it I hear RSO, specifically Perris...
I just recently started hearing it, it wasnt there before...

The "chunk of spectrum" I'm referring to is 902-928 MHz. It's a shared band with Amateur (ham radio), unlicensed devices like cordless phones (Part 15 of FCC rules) and licensed vehicle location like Teletrac, which is a service similar in function to Lojack, for locating stolen cars and tracking fleet vehicles.
An image is a signal heard on a false frequency, related to the radios IF. If you're hearing RSO on that frequency, it's most certainly some type of spurious signal, whether it's an image or some other cause. RSO does not transmit in the 900 MHz range.
