460.5125 user?

Anyone know who uses 460.5125 in Riverside County? RR says it is a surveillance freq for IMPACT crime task force, but I'm hearing very sloppy radio traffic, sounds like maintenance workers or parking lot attendants. Today it sounded like they were parking buses maybe. Definitely not law enforcement. It must be close as I can hear the input on 465.5125 as well. FCC search reveals it is licensed to Riverside County public safety, but no idea what department may be using it based on the traffic.

Where did you hear this? Looks like a Riverside City frequency. Likely public works or something along the lines...

I'm thinking it might be the county dump in Lamb Canyon, there is a repeater listed under the county FCC license that is south of Beaumont, which is right where the dump is.
